Back Domestic WC- coverage for trips overseas?

I have a risk that is going to Afghanistan for business development. He has a Virginia assigned risk Workers Compensation policy already in place. We could not obtain Foreign Voluntary Compensation for the insured and the trip is not DBA eligible. My question is after reviewing the VA WC Statute I don't see where there is anything pertaining to whether WC benefits would apply to trips overseas. I have seen articles in SAGE saying that benefits do extend for trips less than 30 days but it wasn't specific to VA. Also there is no wording in the statute about injury arising from acts of War/Terrorism. The policy itself does not have a War Risk exclusion. He does carry TRIA. Would he be eligible for WC benefits if injured overseas? This trip is for 2 weeks in duration.

I don't believe the VA WC policy would cover the overseas trip the TRIA is for coverage in the states that was put in place after 9/11 should that happen again. They would need foreign travel coverage.

The Work Comp policy should apply if the employee is injured in the course of his employment. The foreign travel accident insurance could pay for a medical evacuation to get the employee back to an area where he could be treated under the benefits of the Work Comp policy. In any case, a check with the underwriter should be in order, especially if the account is in the Assigned Risk pool.

He'd be eligible but only at the benfits level of the state he's domiciled in because the other states coverage provision is only for U.S. States and territories i.e. Puerto Rico, Guantanimo Bay and U.S. Virgin Islands etc.
