Back Wholesale truck/tractor dealer

I have a client that is purchasing truck/tractors from auction for individual/contracted buyers in California. Most carriers consider this wholesale. Does anyone know of a market that will write the liability & garage exposure?

Is he not actually a non-franchised used truck dealer.....whether or not he actually takes physical possession of the units?? Do you have to be licensed in your state to do that? If so, is he licensed appropriately? Would be surprised if anyone offers you a Garage form. It really is a wholesale write and you should shoot for GL with [good luck] Products.
