Back Mortgage Brokers

I have a broker with 6 independent contractors and he tells me that he is required to have workers compensation on these individuals who work out their own homes and are not supervised by the broker. How is workers comp in California handled by this industry and real estate brokers when there are very large commissions? Thanks
