Back small biz explosion on peer to peer rentals

Peer to Peer or Turo Rental was created for those individuals who are up for renting their vehicles to a third party. The customer understands, that in these rental programs it would be smart to purchase their insurance direct. But, what about the carrier's who won't offer the endorsement, while the autos are in need of repair etc?  Not even the giants will offer coverage. 

So for the carrier's that do, one can only put fleets together? It's absurd.. 

Does anyone know of a small fleet program, developed for individuals? 

I am looking for the same and carriers that will cover Turo as well
