Back Wooden Board in Basement

I have question. I have a client that has a boarded window in her basement. Her response to the boarded window is she has an ADP system and anyone down there has to have a way to get out of there if a peril occurs. I'm new to Illinois and to me what she says is reasonable; however, the insurance company she was with wants to insure the house now on an ACV basis. There are several repairs that have to be addressed; however, at this point the insured is very upset because she's spending money and still has no insurance. Any guidance for a Illinois newbie agent?

If you would like you can run the situation by our, Tower Hill Specialty, underwriters. We can sometimes find a home for houses that need a little tender love and care. I was not able to tell if fixing one of the windows was part of the planned repairs. Generally boarded up windows are not going to be acceptable.
