Back Trucking For Hire

Looking for Auto Liability/Phy Damage for a local trucking for hire risk with 4 trucks in CA.

Currently with Progressive in their Dirt/Sand/Gravel Program

I'm in NV. and doing a decent amount of business in the long haul trucking, and towing risks. I currently insure them with Progressive. However, once they are with me 2 to 3 years they leave for a better rate. Who are they going with, any ideas? I had a client tell me Occidental Fire & Cas, & Great American. When i called Great American, they only do non-trucking. Can someone help?
