Back Security Guard - Hired and non owned coverage

Have a client who needs a commercial auto and hired and non-owned coverage for an umbrella. The umbrella will not do without both. I am having no luck with finding anyone willing to do the hired & non- owned.

Why won't the commercial auto carrier include the hired & non-owned?

The client has approximatly 30 employees and does not even have his own vehicle covered commercially.  The umbrella carrier will not write with out a covered vehicle and hire & nonowned.
