Back Builders Risk with GL

I have a client that owns property in Brooklyn, New York. He is building 40 condo's and will need a builders risk policy along with Gl. The problem that I am having is that he is hiring a project manger to oversee the construction instead of a general contractor. Any markets for this? The project cost is about $ 10,600,000.
