Back NY Work Comp

Need insurance for new venture doing maintenance on the photoluminscent strips in NY Buildings as requirement of NY Local Law. Have secured GL, P&C but need WC as none of my carriers will touch a contractor class in NY. Majority of the work done is consulting but there is anticipated actual installation of the material in the buildings when repairs/replacement needed or on new contracts.
