Back Sober Living Homes - court ordered programs

Okay, I am looking for a market to place the sober living homes that I have. The risk provides food, lodging and transportation. But no treatment of any kind is done on-site. They need GL and coverage for physical/sexual abuse. I used to write them with RIC, but they do not have this program available if the risk takes court ordered residents. Oh, and this is in California. Please help!
