Back Electric Vehicle - coverage for a ZAP in Oregon?

The vehicle is called a ZAP. You can find out more information on the vehicle at the following link: http://www.zapworld.com/. The coverage is needed for the state of Oregon. I have been told that the ZAP would be registered through the state as motorcycle. The companies that I work with who insure motorcycles (Progressive, Safeco) do not provide coverage for it at this time and I have been told that there is no date of when/if they will. If anyone has any leads on this it would be greatly appreciated. Thank you.
