Back Nevada-Handyman tool coverage

I have a client that I am trying to cover his tools and all companies I have spoke to tell me that theft would not be covered for the tools unless of course they are scheduled, but each tool scheduled must be at least $250 or more to schedule it. Does anyone out there know of the name of an insurance company that maybe specializes in handyman policies that covers tools for THEFT also. My client has about $10,000 total in tools and only about 10 of those items are $250.00 each the rest are miscellanious amounts. Please help.
