Back Work Comp-No Prior-Carpentry?

I have a remodeling contractor who has been in business 2 years (10 years’ experience) looking for Comp coverage. He has been operating alone, but is hiring one employee as a “helper” for an upcoming job. The employee will help carry tools and supplies on the job site and make supply runs. Insured has no prior comp coverage. The employee payroll is $25,000.  It would be the Residential Carp code#652.

Does any one write this for Pennslyvania? I would like to avoid SWIF (PA State Fund).
