Back Insurance needed for nonprofit wheelchair ramp rental service

Hello - I just joined the forum...   I am a volunteer with a local non-profit in NY state.  We are seeking to initiate a service to rent/lend ADA compliant wheelchair ramps to low-income folks for 6-12 month periods.  We would install and un-install the metal modular ramps, to be purchased from a major national company.  Our general insurance agent is not encouraging.  Would appreciate advice as to where and how we might best seek the needed coverage.
