Back Excess Auto Liability Policy $250 Xs $750

Need help finding an excess policy for CA Assigned Risk tow truck risk.   The Ca Assigned Risk policy is maxed at $750K limit. They won't increase limits unless required by the state or a municipality.  They need $1M limit for contract.  Anyone able to  write $250K over the $750K.
