Back Backflow Tester/CA

I need a market for a backflow tester in CA.  He is a one guy operation with low receipts who has never carried insurance and has never had a claim.  He is looking at bidding a city job and needs insurance now.  I am trying to find a market who understands backflow testers exposure.  Need something ASAP, thank you.

Karin, please advise whether he is licensed or not and if so, what class he is licensed under.  That will determine which market(s) we can approach!
