Back Very difficult to place work comp

Contact me for more info but here is the issue:

Large company that does alarm sales and installation.  They are creating sister companies that will compliment the main company.  The main company operates in 30+ states.  Over 50% subcontractors which include sales people and installers.  

I am in Texas.  Texas Mutual can do only Texas but we need to include all the other states.  

Also, they do not currently have Workers Comp.  Why?  Their reasoning is that "Texas doesn't require it" and they have never had the need for a claims in 10+ years of business.
