Back Tractor for Personal Use

We have a client who is purchasing a tractor and will need physical damage and liability coverage. He will not be registering the tractor in MA but use it to maintain his property and occasionally take off site by trailer to daughters home. Home policy will not cover if off premises. Looking for a market for a stand alone tractor not registered.
