I have a client who is looking for a policy which would give him commercial authority without owning a vehicle. He has a dot# and FMCSA told him he would need form BMC91.

is he just trying to be a broker? if so he needs broker authority. if he inends to use owner operators he's going to have to list their trucks to get a policy
