Back Staffing company at NASA

I am seeking a GL. AL (HNO) market for a small staffing company that will place engineers and other white collar employees at NASA in Houston, TX. They hold a subcontract with a larger engineering company to provide these temporary employees to NASA. They will do this through a PEO. The work at a govenment site (in offices only at Nasa, Houston) and the aerospace aspect seem to preclude everyone from quoting. Any ideas?
