10 + One Vacant Builders Risk

Do you have Homebuilders who cannot extend their builders risk? My market (A+ Rated) can write the property and liability for these homes in a reporting form package format. Builder has to have at least 10 active builds in any one policy year. My program is nationwide, and rates are much more competitive than the builder securing a vacant building policy.
