CA Workers Comp Market for local haul trucking company

I currently controll my insureds workers comp coverage. My insured operations of business is a local for hire trucking company hauling good locally in the Los Angeles area. My insured is currently with Southern Insurance. My insured's payroll has increased from $89,000 to $189,000 and Southern Insurance has raised their rates. My insured is under the impression that Tower Insurance has great rates for Local Trucker for hire. My insured wants a quote from Tower, however i am having trouble finding a market that has access to Tower. Can anyone help me out. My insured wants to move Southern. They renew in April and do not want to wait for the renewal. Can anyone help me with this?

If Tower is the client's only acceptable solution then there is no need to continue reading. I have a couple different PEO markets that I can approach with this risk. The biggest immediate advantage the client would see is they wouldn't have the huge downpayment that they are currently facing. As with most PEO options they would more than likely have to be willing to outsource the processing of the payroll. (it is possible they could keep it in house) If you are not fiamiliar with the in & outs outs of the PEO world give me a call for more details.

Tower is somewhat competitive, but I know of others that are less expensive if the MOD is 1.0 and you don't have to sign up with a payroll company. Also I can finance the Work Comp as well... with low down payments to start.
