Looking for brokerage access to Harleysville. Agency is in NJ. Any suggestions?

We're an independent agency in PA that represents Harleysville with a NJ appointment. It has been our experience that Harleysville (soon to be Allied) does not approve of true "brokerage" relationships. We've been planning to expand our placements in NJ with the right realtionship(s).
