Garagekeepers policy that will accept foreign license

  I am searching for a garagekeepers policy that will accept a drivers with a foreign license. I have a used auto lot and the mechanic has an international license and all the carriers I have tried will not cover the mechanic. If anyobdy knows a market please let me know. Risk is located in california.
