Back Professional Liability Insurance That Includes Lobbying

I would like to start a Market Development, Marketing, Social Media, Governmental Affairs Consultant Business and would like a quote on a Professional Liability Policy that includes lobbying.  Most insurance providers will not write this policy because my business involves lobbying.  My business would primarilly provide marketing and market development services but may use lobbying to support those services.  My primary clients would be the concrete/cement materials state associations and their member companies.  Please let me know if you could provide a policy that covers these areas.
