Back PA Mono Line Workers Comp for Carpentry?

Is there a market available for mono line WC for Residential Carpentry in Pennsylvania?
Insured does residential remodeling, framing, carpentry, install/repair of windows/doors.No foundation work/repairs, no roofing, no excavation, no waterproofing, no structures above 3 stories and no subcontractor use.
Receipts are $250k. 2 employees with $70k payroll. He is a corporation. One owner.Insured has 30 years experience, but is a startup.
Please let me know. I am having a problem placing it because he is a startup. I was trying to avoid the PA State Fund, but I might be stuck going that route.

I am looking for someone our agency can get direct appointment with or a MGA/wholesaler we can place coverage through.

I have some PEO markets that can get him work comp as long as he is willing to out source the payroll processing.
