    ISO and PCI probably have resources that would summarize this information for you. Most state department of insurance websites post the laws to review. The FMCSA has also set out guidance on what carriers they accept for posting insurance filings on behalf of registered motor carriers and that is another consideration in your research. rb

    Carl,Keep in mind that it may be "legal" in some states.... but the Bureau of Motor Vehciles may NOT accpet a non-admitted carrier as proof of financial responsibility. So keep in mind that you client may have a problem after an accident and they have to show "proof of insurance".
